Senate District S Legislative Update

Good morning,

Here we are at the end of week six. The Senate Finance Committee continues to review Governor Dunleavy’s amended FY20 Operating Budget. The committee heard a general overview from the Office of Management and Budget and now the committee is hearing a more in-depth overviews per agency. Currently, we’ve heard from the departments of Law, Corrections, Military and Veterans Affairs, Courts, Transportation & Public Facilities, Education & Early Development, University, Fish & Game, Natural Resources, Environmental Conservation and Health & Social Services. Next week, we will hear from the remaining departments, Labor & Workforce Development, Commerce, Community & Economic Development, Administration and Revenue. Many of the Finance Subcommittees have started their thorough reviews, the budget process is on the move.

This week, the Legislature received the annual address from US Senators Lisa Murkowski and Dan Sullivan, in addition to the State of the Judiciary from Chief Justice Joel Bolger.

The Alaska Municipal League held their 2019 winter conference here in Juneau. I was fortunate to speak at the conference, as well as meeting with a few Mayors from our region.

Folks emailed me that they are watching the Senate Finance Committee hearings and expressing their concerns regarding Governors budget. I greatly appreciate that people are taking the time to see what is happening in their state government. See you on the tube!

2020 Census Alaska Complete Count Commission (ACCC)

The ACCC is an advisory body that will develop and provide recommendations for the Governor and assist in the administration of a census outreach strategy to encourage maximum participation in the 2020 federal decennial census.

The Census outreach strategy may include, but is not limited to, State agency initiatives to encourage participation in the 2020 Census, the establishment and support of school-based outreach programs, partnerships with non-profit community-based organizations, and a multi-lingual, multi-media campaign designed to ensure an accurate and complete count of Alaska’s population.

The ACCC shall submit an initial report to the Governor by June 30, 2019, outlining its recommended outreach strategy to encourage full participation and avoid an undercount in the 2020 Census. The ACCC is composed of the following voting members, each member is appointed by, and serves at the pleasure of, the Governor.

•4 Governor Representatives

•One representative of a mayor of a municipality in the state;

•One representative of the Alaska Native Community;

•Three public at-large members.
