PUBLIC NOTICE AND FINDINGS

Notice is hereby given by the U.S. Department of Commerce Economic Development Administration (EDA) that a grant application is being made for funding from TKC Fish Wheel to construct a specialized sawmill building in Red Devil, Alaska, an unincorporated Alaska Native community that is not part of any borough and is considered part of the “unorganized borough.”

The project includes construction of a specialized sawmill facility that will use a local workforce to mill locally harvested timbers and for housing packages, which will be used to construct affordable, energy-efficient housing.

Beneficiaries include the workforce in Red Devil and throughout the TKC region, as well as households in Red Devil and throughout the region in need of affordable housing. The facility footprint will be 108 feet x 86 feet (9,288 square feet). The project will be located at Township 20N, Range 44W, Section 31 in the census-designated place of Red Devil, Alaska; legal description Lot 4 U.S.S. 3771 Patent 50-92-0623, approximate coordinates 61.781, -157.338.

Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, EDA is conducting an environmental assessment (EA) of the proposed project.

Additionally, a determination has been made by the EDA, in accordance with the President’s Executive Order 11988, that the project will be located in the 100-year floodplain, is water dependent, and that there is no practicable alternative. The project has been designed to minimize the risk of loss of life and property damage due to flood and storm damage, and minimizes the adverse impacts in floodplain value and function.
