Job Purpose:

The Marshall Traditional Council administers the Bureau of Indian Affairs (BIA) Tribal Priority Allocation (TPA) funds through a Consolidated Tribal Government Program (CTGP) contract. Included in the contract is Aid to Tribal Government, ICWA/Social Services, JOBS and Higher Education. The purpose of the funds is to supplement the resources of small tribes in order to permit them to address their basic and core management needs, reducing tribal dependency and promote small tribes to exercise self-determination. Other contracts include Transportation, Housing and Environmental.

Skills/Qualifications:

•Preferred: A.A. Degree (2years of higher education) or 3 years experience in public administration.

•Preferred: Native Village of Marshall Tribal Member

Title: Tribal Administrator

Supervisor: Kwethluk IRA Council

Qualifications:

College degree in Business Administration or related field, or two years experience in administration and management may be substituted. Must have a working knowledge of Rural Alaska in particular to AVCP/Calista region, must be able to relate to American Indians/Alaska Natives residing in Kwethluk, Alaska. Must be dedicated to serving the people of Kwethluk, Alaska in providing services following the Articles of Incorporation and Bylaws of the Organized Village of Kwethluk.

Duties and Responsibilities:

A. The Kwethluk IRA Council, shall hire or appoint a Tribal Administrator for the Organized Village of Kwethluk whose responsibilities, duties and authority shall be as follows:

1. Direct, manage and carry on the Business of the Organized Village of Kwethluk, subject to the control of the Kwethluk IRA Council.

2. Make and execute all contracts, after approval, pertaining to the ordinary business of the Organized Village of Kwethluk.

3. Negotiate contracts, grants, and loans that further any legitimate purposes of the Organized Village of Kwethluk.

4. On approval by Kwethluk IRA Council execute promissory notes, mortgage or pledge real or personal property and settle and dispute claims against Organized Village of Kwethluk, Kwethluk IRA Council, d/b/a Kwethluk IRA Council.

5. Purchase all equipment, supplies and materials necessary to carry out the functions of the Kwethluk IRA Council.

6. Lease or purchase buildings, with Kwethluk IRA Council approval, which are necessary for the conduct of the business of Organized Village of Kwethluk.

B. The Tribal Administrator shall make an annual report to the Kwethluk IRA Council and Tribal Membership, setting forth the results of programs and activities, including suggestions and recommendations.

C. The Tribal Administrator shall perform all duties to improve the operations and management of the Organized Village of Kwethluk, as the Kwethluk IRA Council shall require.

D. The Tribal Administrator shall act in the capacities of the Tribal Operations Officer and Credit & Finance Officer For the purpose of the Kwethluk IRA Council BIA Contracts, to carry out both programs and perform the necessary contract obligations under the programs.

E. The Tribal Administrator shall seek and apply for grants, contracts, and programs which the tribal membership and Kwethluk residents can benefit from.

F. Implements grants, contracts, programs, including other IRA Council directives with responsibility to insure the successful operation of the tribal offices under supervision.

Salary: As determined by funding levels and negotiations with the Kwethluk IRA Council depending on work experience.

Any party claiming a property interest in the lands affected by the decision may appeal the decision within the following time limits:

1. Unknown parties, parties unable to be located after reasonable efforts have been expended to locate, parties who fail or refuse to sign their return receipt, and parties who receive a copy of the decision by regular mail, which is not certified, return receipt requested, shall have until September 5, 2023 to file an appeal.

2. Parties receiving service of the decision by certified mail shall have 30 days from the date of receipt to file an appeal.

Parties who do not file an appeal in accordance with the requirements of 43 CFR Part 4, Subpart E, shall be deemed to have waived their rights.  Notices of appeal transmitted by facsimile will not be accepted as timely filed.
