Qualifications: Experience and skills required.

2. Preferred: Marshall Resident (3 or more years)

3. Preferred: Five years’ experience working in accounts payable and receivable, general ledger, payroll and payroll reports.

4. Preferred: Extensive experience with data entry, record keeping and computer operation.

5. Must be 19 years of age or older.

6. Must have no criminal history and pass a background check.

7. Must be QuickBooks 2017 or higher certified.

8. Must have a High School diploma or G.E.D. 

9. Must have knowledge of Microsoft Office and Excel.

10. Must be honest, reliable, and flexible.

11. Must have good reading, writing, math and organizational skills.

12. Must be familiar with labor laws and have the ability to supervise 3-11 employees.

Duties:

1. Develop a working relationship with the Alaska Bureau of Indian Affairs (BIA), local, regional, and state agencies to achieve the short- and long-term goals of the Native Village of Marshall.

2. Balance and maintain accurate ledgers for all Grants and Departments. 

3. Maintain vendor files, personnel files and financial record files.

4. Manage and Maintain all checking accounts (including reconciliation, and coordinating bank deposits) and report financial results on a regular basis to Administrator.

5. Payroll preparation.

6. File all Monthly and quarterly payroll taxes with the state and government.

7. Gather information needed for reports pertaining to department and grant reports for Administrator. 

8. Complete check request and purchase order forms.

9. Give a monthly financial report to the Administrator, and the Council members.

10. Act as supervisor when Administrator is out of the office.

11. Prepare information and coordinate meetings in absence of Administrator.

12. Attend trainings, workshops and conferences to improve job performance.

Job Purpose:

The Marshall Traditional Council administers the Bureau of Indian Affairs (BIA) Tribal Priority Allocation (TPA) funds through a Consolidated Tribal Government Program (CTGP) contract. Included in the contract is Aid to Tribal Government, ICWA/Social Services, JOBS and Higher Education. The purpose of the funds is to supplement the resources of small tribes in order to permit them to address their basic and core management needs, reducing tribal dependency and promote small tribes to exercise self-determination. Other contracts include Transportation, Housing and Environmental.

Skills/Qualifications:

•Preferred: A.A. Degree (2years of higher education) or 3 years experience in public administration.

•Preferred: Native Village of Marshall Tribal Member

•Must be 19 years of age or older. Honest, reliable and flexible.

•Must have no criminal history and pass a background check.

•Must be able to work with little or no supervision.

•Must be computer literate.

•Must exhibit strong reading, math, written and oral communication skills.

•Must be able to manage multiple contracts with multiple budgets.

•Must be familiar with the federal and state regulations for a variety of program funds and management.

•Must be familiar with labor laws and supervise 3-11 employees.

•Preferred but not necessary: A 3-year resident of the Native Village of Marshall.

•Preferred but not necessary: Enrolled Member of the Native Village of Marshall.

•Preferred but not necessary: Knowledge of all Microsoft Office Software

•Willingness to effectively work as a team member.

Duties:

•Develop a working relationship with the Alaska Region Bureau of Indian Affairs (BIA), local, regional, and state agencies to achieve the short and long term goals of the Marshall Traditional Council.

•Act in the hiring, supervision, discipline and termination for project personnel in any and all projects procured by the Marshall Traditional Council.

•As requested, research and draft funding proposals of specific programs for review by the Marshall Traditional Council.

•Supervise the management of accounts and preparation of quarterly financial reports of funding sources.

•Prepare information and coordinate meetings on a monthly and/or quarterly basis.

•Provide “on the job” training for paraprofessional employees.

•Seek, prepare, and apply for all available Grants that would benefit the Tribe.

•Meets financial requirements by submitting information for budgets; monitoring expenses.

•Participate with short and long-term strategic plans for community, social and economic development.

•Review, research and prepare updates of internal organic and administrative controls for the Marshall Traditional Council.

PUBLIC NOTICE – Invitation for Construction Management at Risk (CMAR) Services for Native Village of Umkumiut Beach Access Road Project

In this Request for Qualifications (RFQ), the Umkumiut Native Village is soliciting Statements of Qualifications (SOQ) from highly qualified firms interested in providing Construction Management at Risk (CMAR) Services for: Umkumiut Beach Access Road Project. An electronic file of the RFQ will be available upon request on July 27, 2023.

The SOQ submissions for this Project will be accepted until 2:00 PM on August 11, 2023.

SOQ submissions that have not been received in the required format and quantity by the aforementioned deadline date and time will be rejected. Additionally, failure to submit all of the information stipulated per Section 4 – Response Instructions, shall result in the submission being considered non responsive and may result in the SOQ submission being rejected. Unless otherwise stated or required by the instructions, all attachments and/or embellishments other than those required in the RFQ shall be excluded.

SOQ Proposers, their consultants, sub-consultants, or other parties representing the proposed team for this RFQ may not contact any Tribe or Employees, Tribal Council Members, CMAR Selection Committee Members, Design Engineer, or Design Sub-Consultant, with the exception of the Procurement Specialist, as identified in this RFQ, concerning this Project from the date of this advertisement until after the date of selection. Should any contact be made to those individuals previously identified with, proposer will be immediately disqualified.
