REQUEST FOR INTEREST:
BUILDING/LAND FOR LEASE OR PURCHASE
STATE OF ALASKA
BETHEL, ALASKA
The State of Alaska is interested in existing or new buildings for lease or purchase in the Bethel area to provide a Justice Center serving that region.
The building and land for the Justice Center must meet the following criteria:
1. Must be located on property within Bethel, Alaska.
2. The building structure and building systems must be: 1) less than 10 years old; 2) must be Class A quality or higher for Office Building Classifications.
3. Must provide at least 33,000SF of contiguous leasable space for offices, courtroom & other support spaces within 3 floors of a building. Leasable area to be calculated per BOMA standards.
4. Must comply with current building codes for the current occupancy type, and must comply with the requirements of the 2010 ADAA guidelines
5. Building must have ADA access to the existing entry and be able to accommodate a second ADA entry. ADA access must be provided to all floors of the lease area (elevator). Additionally the building entry and all floors must include 2 areas of stair access.
6. A min. of 12,000SF contiguous space must allow for 12’-0” high suspended ceilings, with adequate area above for mechanical & electrical systems.
7. Building must be able to accommodate a garage, including overhead door, large enough for a 10-person van with circulation for personnel on all 4 sides of the van.
8. Must be able to provide a min. of 100 off-street parking spaces with at least 50 spaces by the building. The remaining spaces of off-street parking can either be on the same lot as the building or on a lot adjacent or across the street from the building.
9. The building may have other tenants in addition to those occupying the Justice Center. Other tenants must be compatible with judicial operations and environment.
10. Utilities: Electricity, heat, water, sewer and refuse pickup must be supported by infrastructure to the building, and within the building. Mechanical, electrical, fan, life-safety and data rooms must be provided fully furnished with equipment appropriate for the size and current full occupancy of the building, and building systems must be provided throughout the building as required for code compliance and maintenance of the building shell. Modification of the building systems for the Build-out configuration, and operating costs of utilities would be funded by the Justice Center Occupants.
11. Required Schedule:
a) Available on-site storage for build-out materials: No later than 9/1/20;
b) Building available for Start of Build-out Construction within completed building structure: No later than 3/1/21;
c) Building Occupancy: 1/1/23.
12. Building and land, including access and parking, may be purchased or leased:
a) If Offered for Purchase:
Purchase Price Limitation: $15,000,000
b) If Offered for Lease:
Lease Cost Limitation: $660,000/year. Lease Term to be negotiated but is intended to be no less than 20 years with options to extend the duration of the lease. Utilities (electric, heat, water, sewer), janitorial, snow removal, and refuse removal are additional to the yearly lease amount.
Modifications to accommodate the judicial agencies within and including the building envelope would be funded by the State in a separate procurement and is not to be included in the purchase or lease price.
If interested, and if the above criteria can be met by your organization, please respond in writing no later than December 30, 2018. Written responses must address each of the criteria items listed above and include a contact name and address for the respondent as well as the physical address for the space offered.
There is no intent to award a contract for a lease or purchase of a building and land as a direct result of information received from this solicitation. No prices are required in response to this Request for Information, other than a confirmation that the lease or purchase would be below the limitations offered above. This RFI does not obligate the State to award a contract nor to pay any costs incurred in preparation of a response to this RFI.
