Location: NVN Tribal Office – Aniak Branch

Description of Duties:

Job Goal: to provide administrative support to the directors of all current and future NVN programs

This support includes but is not limited to:

•Prepare and submit funding proposals that support the goals of the Council as set at the annual strategic planning work session

•Prepare and submit financial and performance reports for existing grants

•Research and report on topics and issues relevant to the annual goals set by the Council

•Research and report on business opportunities as assigned

•Assist with procurement in support of NVN procurement policy

•Oversight of NVN human resource administrative function including drafting job descriptions, preparing and posting job advertisements, maintaining personnel files, assigning workers compensation codes, and preparing and managing hire documents for new hires.

•Initial processing of all timesheets for manager review and approval.

•Assistance with employee development opportunities – including travel itineraries and travel arrangements, and travel authorizations and travel vouchers.

•Assistance with budget preparations for various programs and projects as needed.

•Assistance with preparation of Council meeting packets as needed

•Manage NVN Web site to post documents as directed by DDO

•Prepare check request for payment.

•Process cash receipts and make bank deposits.

•Maintain all financial records and filing systems.

•Scan and e-mail documents to accountant for processing.

•Manage office functions and employee schedules

•Logistic support as needed.

•Process council Stipends.

•Maintain minutes of Council meetings.

Qualifications:

•Minimum 3 years demonstrated related work experience

•High school diploma or GED. 

•Experience with tribal governments and grants management may be substituted for some education. 

•Experience with office management

•Experience with human resources management

•High degree of self-motivation and independency is required. 

•Must have well developed written and verbal skills. 

•High degree of computer literacy  – this includes a good working knowledge of Word, Excel, and QuickBooks

•Basic bookkeeping skills

•Knowledge and experience with Alaska Native Cultures in general, and Middle Kuskokwim Yupik Culture in particular

•Middle Kuskokwim resident preferred.

JOB DESCRIPTION

JOB TITLE: Accountant

DEPARTMENT: Native Village of Napaimute Tribal Administration

REPORTS TO: Director of Development and Operations

POSITION STATUS: 30 hours per week

SALARY: DOE

SUMMARY:

The Accountant, under the supervision of the Director of Development and Operations, oversees all financial processes for the Napaimute Tribe. The Accountant accurately maintains all financial records utilizing established policies and procedures, files grant reports and has overall responsibility for the annual audit, budget preparation and indirect cost proposal.

DUTIES AND RESPONSIBILITIES:

•Processes accounts payable and accounts receivable on a regular basis.

•Processes payroll for direct employees on a biweekly basis to include preparing and paying associated benefits and liabilities

•Prepares quarterly and annual payroll reports to state and federal agencies.

•Completes bank reconciliations on a monthly basis.

•Responsible for all aspects of the General Ledger (GL) including jobs and classes for grant accounting, due to/from accounts, account maintenance, and monthly reconciliation of the GL and other accounting sub-ledgers.

•Cash management including cash draws from granting agencies, intercompany transfers and due to/from accounts in accordance with policy 

•Prepares comprehensive budget and individual grant specific budgets as assigned.

•Assists with preparing the indirect cost proposal, applying the indirect cost rate to grant expenditures and analyzing and presenting overall effects to management.

•Manages accounting system to accurately account for grant revenue and expenditures, compliance and financial reporting 

•Prepares grant financial reports in compliance with grant requirement set by granting entities.

•Manages financial recording of inventory for resale and cost of goods sold in Enterprise system.

•Manages the annual audit and prepares the annual financial statements 

•Develop, update and implement solid internal controls, and policy and procedures, to safeguard assets.

•Maintain a complete set of financial records of the Tribe.

•Generate monthly financial statements and budget to actual financial reports on a combined and individual fund basis. 

•Analyze financial information to ensure compliance with regulatory and statutory requirements and adherence to generally accepted accounting principles.

•Works closely with the Director of Operations and Capital Assets to insure financial integrity of the accounting records are maintained 

•Performs other duties as assigned.

KNOWLEDGE AND COMPETENCIES:

Education:

BA in Accounting or other business field required.

AA in accounting with 2 years’ experience may be substituted for BA in Accounting.

4 years progressive experience in accounting supported by references will be considered.

Knowledge and Skills:

Experience in broad spectrum of financial, accounting, bookkeeping and office procedures required. Governmental and Fund Accounting experience desired.

Experience in various mediums of accounting software desired (experience in QuickBooks preferred).

Experience preparing and applying indirect cost rates to grant expenses and analyzing outcomes desired.

Strong understanding of internal controls including segregation of duties, required to preserve the proper checks and balances maintaining the integrity of Napaimute’s financial systems.

Demonstrated proficiency in Microsoft products required.
