BULK FUEL DELIVERY

Kashunamiut School District is accepting bids for purchase of bulk fuel – #1 heating oil and glycol for Chevak K-12 school. Chevak School is located in remote rural Alaska and not accessible by road. The scope of work will include the purchase, transport, delivery, pumping and transfer of bulk fuel and glycol to the Kashunamiut School District.

Introduction

The City of Quinhagak (hereinafter referred to as “the City”) is seeking proposals from qualified attorneys or legal firms with expertise in land law, specifically related to the Alaska Native Claims Settlement Act (ANCSA) and its Section 14(c)(3) provisions. The selected attorney will provide legal services to support the City’s efforts in fulfilling its statutory obligations under ANCSA and ensuring compliance with all applicable legal requirements.

Background

Under ANCSA 14(c)(3), Alaska Native village corporations are required to reconvey certain lands to municipal governments or other entities for public purposes. The City of Quinhagak {a 2nd class City} is in the process of finalizing the Map of Boundaries {MOB} with Qanirtuuq Incorporated {native village corporation} to satisfy the requirements put forth by ANCSA 14(c) Land conveyance, Amended by ANILCA. The mission of City of Quinhagak is to enhance the quality of life for all its residents by providing efficient, transparent, and accessible public services. We are committed to delivering services like clean water, sanitation, waste management, and infrastructure development.

The City seeks to engage an attorney with a deep understanding of the legal, cultural, and logistical complexities surrounding ANCSA 14(c)(3) land transfers to assist in resolving outstanding claims, completing reconveyance requirements, and providing guidance on related matters.

Scope of Work

The attorney’s responsibilities will include, but are not limited to:

1. Legal Review and Analysis

•Assess the City’s current status regarding ANCSA 14(c)(3) obligations.

•Provide a detailed analysis of outstanding claims and reconveyance requirements.

2. Preparation of Documents

•Draft and review necessary legal documents, including deeds, agreements, and land conveyance forms.

•Ensure compliance with all applicable local, state, and federal laws.

3. Community and Stakeholder Engagement

•Assist with community meetings to explain 14(c)(3) processes and legal requirements.

•Collaborate with municipal governments, tribal entities, and other stakeholders as needed.

4. Guidance and Representation

•Provide legal guidance on disputed claims and boundary issues.

•Represent the City in negotiations or legal proceedings related to ANCSA 14(c)(3).

5. Training and Capacity Building

•Offer training for staff and board members on ANCSA 14(c)(3) and related land law matters.

Proposal Requirements

Interested attorneys or firms should submit a proposal including the following:

1. Letter of Interest

•A summary of the attorney’s or firm’s qualifications and experience relevant to this RFP.

2. Qualifications and Experience

•A detailed description of experience with ANCSA 14(c)(3) and Alaska land law.

•Examples of similar projects or cases handled.

3. Proposed Approach

•A description of your proposed approach to addressing the City’s needs, including timelines and deliverables.

4. Fee Structure

•A detailed fee schedule, including hourly rates, retainer requirements (if any), and estimated total cost.

5. References

•Contact information for at least three references familiar with your work on similar matters.

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

1. Relevant expertise and experience with ANCSA 14(c)(3).

4. Cost-effectiveness and fee structure.
