Description: The Environmental Technician serves as the EPA – IGAP Assistant Technician. The Environmental Technician works under the supervision of the Environmental Program Coordinator. He/she will assist the Environmental Coordinator in compiling environmental data; build administrative capacity & resource development through the environmental network while representing ONC tribal interests, conduct outreach implementations based on environmental education and awareness practices according to IGAP Work Plans, assist the Program Coordinator in preparing federal grant proposals and submitting required reports when necessary.

Qualifications: Knowledge or experience in conducting environmental assessments, ability to collaboratively work well with related tribal organizations, local organizations, governmental entities and outside resources based on environmental issues; demonstrates successful experience working with the general public in a positive, attentive manner and compatible to the level of respect required by ONC staff. Self-motivated individual able to carry out program activities without direct or daily supervision. Good computer skills, familiarity/skills in grant writing, must have a valid Driver’s License and be willing/able to travel when necessary. It is preferable to have experience in speaking Yupik language but is not mandatory.

•General Description: The State & Tribal Response Program also known as the Brownfield Program is a separate program from the IGAP Program. The two programs work collaboratively with each other. The Brownfield Coordinator works under the supervision of the Environmental Program Coordinator. The Brownfield Coordinator will coordinate efforts to implement the Brownfield program. Perform timely surveys and inventory of Brownfield sites in state or tribal lands; perform oversight and practice enforcement authorities or other mechanisms and resources; practice resource development by providing meaningful opportunities for public participation; develop mechanisms for approval of a cleanup plan, provide verification and certification that cleanup is complete; establish and maintain a public record system. He/she will receive training region-wide and nationwide and any trainings pertaining to the Brownfield’s Program. He/she will vitalize outreach strategies through media outlet sources by the use of an online environmental webpage and publish public newsletters monthly. He/she will ensure the program remains in compliance with its policies and procedures; ensuring budget and administrative goals are met in a timely manner. Most of the goals consist with planning, implementing outreach awareness practices and enhancing the OTNC Brownfield Program.

Qualifications:

•Demonstrates a successful working relationship with other staff employees in capacity building.

•Demonstrates successful experience working with the general public in a positive, attentive manner, and compatible to the level of respect required by OTNC staff.

•Willingness to complete additional training. Traveling is required.

•Self-motivated individual able to carry out program activities and represent agency interests without direct or daily supervision.

•Good computer, data compilation, communications and grant writing skills.

•Experience working with local and outside resources both in state and federal agencies.

•Intimate knowledge of Yup’ik culture and lifestyle.

•Fluency in Yup’ik language preferred but not mandatory.

•Ability to carry out job responsibilities as listed.

•Strong communication skills, both oral and written.

•High school diploma or equivalent.

•Must have a valid driver’s license
