Notice of Decision Approving Lands for Conveyance

As required by 43 CFR 2650.7(d), notice is hereby given that an appealable decision will be issued by the Bureau of Land Management to Tulkisarmute Incorporated. The decision approves the surface estate in the lands described below for conveyance pursuant to the Alaska Native Claims Settlement Act. The subsurface estate in these lands will be conveyed to Calista Corporation when the surface estate is conveyed to Tulkisarmute Incorporated. The lands are in the vicinity of Tuluksak, Alaska, and are described as:

Lots 4, 7, and 8, U.S. Survey No. 3797, Alaska.

Containing 86.22 acres.

Notice of the decision was published in the Federal Register on August 1, 2017.

Any party claiming a property interest in the lands affected by the decision may appeal the decision within the following time limits:

1. Unknown parties, parties unable to be located after reasonable efforts have been expended to locate, parties who fail or refuse to sign their return receipt, and parties who receive a copy of the decision by regular mail which is not certified, return receipt requested, shall have until August 31, 2017 to file an appeal.

2. Parties receiving service of the decision by certified mail shall have 30 days from the date of receipt to file an appeal.

Parties who do not file an appeal in accordance with the requirements of 43 CFR Part 4, Subpart E, shall be deemed to have waived their rights. Notices of appeal transmitted by facsimile will not be accepted as timely filed.

SFY 2018 TEACHER, HEALTH PROFESSIONAL AND PUBLIC SAFETY

HOUSING (THHP) GRANT PROGRAM

A Public Workforce Housing Development Program for Small Communities

August 10, 2017

The Alaska Housing Finance Corporation is opening registration for the Teacher, Health Professional, and Public Safety Housing Grant Program. Non-profits, state or local government entities, tribal entities, health corporations, school districts, and public safety entities are eligible to apply. Under this program, competitive funding may be available for new construction, rehabilitation, or acquisition of public service professional rental housing in small communities. The program aims to provide grant funding to fill the gap between a project’s capacity to carry debt and the total development cost of the project, given reasonable expenses for the project.

The application considers a three (3) step process:

1. Submit a registration as an intent to apply;

2. Submit an eligibility questionnaire; and,

3. Submit a THHP Application using an online system.

Submissions after stated deadlines will NOT be considered for SFY 2018 THHP funding.

Step 1: Interested parties will need to submit a registration form in order to have access to AHFC’s online system. Registrations must be submitted to AHFC no later than 4:30 PM AKST September 1, 2017. Registration forms are available for download from the THHP information webpage at www.ahfc.us/pros/grants/development-grants/thhp/

Step 2: Once registered, the applicant will be invited to participate in an eligibility questionnaire through our online system. This questionnaire will identify eligibility and qualification requirements. Those that meet the THHP program eligibility requirements will be invited to participate in the application process.

Step 3: The application for the Teacher, Health Professional, and Public Safety Housing Grant Program competitive process begins September 1, 2017 and ends December 1, 2017 at 4:30PM AKST. The rating criteria and program guidelines will be available on the THHP information webpage in August.

Although AHFC will accept registrations as an intent to apply, the actual application process that follows will be dependent on state appropriated funding. An official funding announcement will be made when the state budget is released.

All entities wishing to submit an Application must submit registration requests for access to the online application system according to this announcement.
